Hi IrBlueSky Windows 10 Feature Update is being released very slowly by Microsoft, at the moment, this update is being provided to users that choose to update their system manually, that is why it is appearing in the Update Assistant and not in the Windows Update list in your Settings App If you do want to update, use the Update Assistant, is a really windows 10 1809 wont update to 1903 free download update and the installation usually runs very smoothly.
