NO, as you only have licenses for 2 FULL systems, if the host machine only has hyper-V and is only used for managing the hyper-v instance then you can have 2 VM's. You don't get the option of using 3 licenses 3 fully functioning servers. When a customer is running all allowed virtual instances, the physical instance may only be used to manage and service the virtual instances.
As has been stated many times in this forum, you should talk with a trained Microsoft licensing specialist to get answers to licensing questions.
Remember that a license is a legal agreement between you and Microsoft. This is a technical forum - not a legal forum. Your lawyers will not accept an answer coming from a technical forum. That said, there is no limit to the number of instances you can create, but my understanding is that you are limited to a single virtual Windows Server instance running in the environment you describe because you have installed something besides just the Hyper-V role on the physical environment.
